Mary Beth Herkert
Oregon State Archivist

Mary Beth Herkert has worked at the Oregon State Archives since 1985, working as a processing archivist, records manager and manager of the Records Management Unit. She was appointed State Archivist in December 2005. She also worked at the University of Oregon – Special Collections and the New York State Archives.

Mary Beth grew up in Buffalo, New York and received a Bachelor’s degree in Anthropology and History at Ball State University in Muncie, Indiana and a Master’s degree in History from the State University of New York at Albany (SUNYA).

Since 1995, she has been managing electronic records and since 2001, has had the electronic records management vision that every state and local government agency would implement one system making the management of records cost effective, making government more efficient which in turn, makes government accessible to the people.

Mary Beth helped lead the competitive bid process to select the ideal solution for Oregon choosing Chaves Consulting as the private partner to work hand in hand with the Secretary of State’s Office to create and deliver that solution called the Oregon Records Management Solution or ORMS. Mary Beth has spoken about Oregon’s unique public-private solution to Archivists nationwide who have expressed interest in adopting the solution.

Venkat excels as an Enterprise Technology Solution Architect who delivers complex projects on-time and under budget. He partners with clients to understand their business needs and constraints in order to deliver solutions that exceed their expectations. His clients have included state and local government agencies in Oregon and throughout the United States.

Venkat founded Arikkan, Inc. in Oregon with the vision of becoming the premier provider of technology products and services. Arikkan, Inc. partnered with Chaves Consulting, Inc to build the Synergy Data Center, which hosts the nation’s first private government cloud custom designed for ORMS. In a very short time, Arikkan, Inc. has grown its business nationwide and earned the confidence of its clients throughout the United States.



Sri Ramachandran
ORMS Architect,

Sri is well known throughout the United States for launching and maintaining highly secure infrastructures for mission-critical business enterprises. He has more than twenty years experience architecting state-of-the-art data centers, including the Synergy Data Center which hosts the ORMS data in a private government cloud available to Oregon State, city and county agencies and special districts. Sri has successfully deployed numerous Maximum Availability Architectures (MAA) throughout the United States for public and private enterprises, including the Oregon Centralized Voter Registration (OCVR) System.

Mary Tomlinson
ORMS Service Manager,
CCI Director of New Business Marketing and Implementation

Mary’s skills include project planning, implementation, marketing and legal compliance. Projects she has worked on have required training teams and ensuring compliance with Federal and State laws, policies and standards. Mary has worked with CEO Kathleen Chaves on marketing, personnel management, CCI and client business process improvement, and non-profit organizational development. Her work experiences have included being an Oregon Department of Human Services Regional Manager and Prototype Leader during which she developed an in-depth understanding of State business and contract requirements. Mary was a practicing lawyer for eighteen years including trial and regulatory work, contract drafting, policy analysis and compliance review, mediation, criminal prosecution and juvenile dependency hearings.



Karen Kolb-Schoeningh

With the exception of a short time as a high school business teacher and a 14-year sabbatical as a stay-at-home Mom, Karen’s professional career has been in the IT field. Her careers included working at a software development company, an outsourced IT company, and now Chaves Consulting. Her clients have included national banks, international companies, small and medium size businesses, and government agencies. The focus of her work has been in helping her clients identify business needs and achieve desired results. Karen’s skills include creating and implementing business development campaigns, preparing proposals, procuring hardware and software, writing procedures, coordinating/managing projects and working with teams.
